Putin didn't behave this way while Trump was in office...he was too busy trying to make the best of all the sanctions and pipeline deals Trump shut down in Russia. Russia had more sanctions on them during Trump, than Obama...fact. Trump told NATO to start paying their share...they started paying their share.
