I don't think you understand the point of Klinger. The joke isn't the crossdressing - that's what he's doing there, he's wearing woman's clothing not because Klinger is trans, but because he is doing so on purpose. He wants to be such a problem for his command staff that they send him home and they never will because he's good at his job.
The joke is that he is one of the few competent people in the unit and he's doing whatever he can to get home yet he can't.

When an overly pronounced pattern of mocking matters such as this or mixing races (on television, no less) and physique (particularly of the overweight variety) as well as superficial looks (makeup, hairdo) seems to be more than fairly regular, you have to wonder the reason why. Generally, when someone is obsessed with something, it's fair indication that they're obsessed with it, and that would therefore have to emerge from a reason.
An annual pride parade over yonder in San Francisco or Greenwich Village would seem fairly easy occasions to miss, especially with somebody lives a couple of thousand miles or so away, so fussing about them ain't exactly the most useful expenditure of time that someone can whip up for something that has no more impact on their lives than me buying a bag of zeppolis at an Italian feast round Arthur Avenue.
