Black ice conditions are not easy to walk around in. That is allegedly why the vehicle to the right is stuck there, that apparently the agent that shot her had gotten out of... that she pulled up to harass them in the line of duty on our public behalf. Things happened faster than you claim "barricaded" her in with his body.
If you watch moments earlier, he is approaching the scene from the front side of her vehicle and actually walking carefully on the slippery ice in front of her hood from the passenger side across parallel to her hood towards the driver side. He stopped in front of her headlight only when she backed up to flee upon twice being given verbal Orders to get out of her car by other officers approaching her. She had her window rolled down and heard the twice given orders.
Watch the BBC clip where you can clearly hear them engaging in this conversation with her. CNN cut that audio from what they aired of the same Video. What did she do in response to their lawful orders?
She hit him and moved him with her car. He was standing on a very slippery surface and could not easily get out of the way of her fleeing. Your statement of 'easily get out of her way' is a ridiculous and farcical notion. A stretch of the imagination.

He has to live the rest of his life, knowing he killed her in the line of duty.
