I always thought that the difference was that "colored people" refers to just blacks, while "people of color" is meant to refer to any non-whites.

Democrats lump all non-white and non-black people into 1 color: "brown". That includes Latinos, Middle Easterners and South Asians. Democrats lump people from the 21 different Spanish-speaking countries into 1 single demographic: Latinos, even when they're not from Latin America! I'll say it until I'm blue in the face: "Democrats are racists!"
