87,000 new IRS employees will be hired...of all types (not just auditors) ...
They will be hired over a decade.... (Not already)....
Meanwhile ~50,000 IRS agents are expected to leave or retire from the IRS within 6 years....
IRS current staff has already shrunk to 1970's levels.....
Our population since the 1970's has increased by 130 million ....
4,000 IRS agents have been recently hired....in the area of IRS Customer Service reps. And they plan to hire 1,000 more.... (Not sure if customer service reps also conduct audits)....
Low income wage earners have simpler taxes to audit compared to the more complicated taxes of rich people...... So if the IRS is hurting for employees, it would make sense that they'd be going after less rich people.
And the source you provided seems to support that^ basic idea.

So idk... I'm not sure there is really much to your initial premise. But to be fair, with this 87,000 over the upcoming decade, we might not even have any actual net gain of IRS employees. So if the status quo is currently harassing the poor more and the rich less due to relatively low staffing, it would seem that could continue.
