you still missed the fact that President can't do the shut downs, it is the governors, and near the end of his term Trump said this was a state governor level issue and left it at that, which was used by Biden's campaign claiming he had a plan, which was a lie, he did not have a plan, and just recently Biden echoed what Trump had said 2 years ago, which was that it is something that is handled ad state governor level. That is why crappy democrat states remained shut down, why republican states states stayed open. This is also why so many people escaped democrat states, like California and New York, and moved to republican states like Texas and Tennessee.
