You are partially correct.

The "Disability Discharge Program" you reference is for Vets who are permanently 100% disabled and unemployable.

It does not cover Vets who are disabled but employable. So a disabled vet like Rep. Brian Mast who lost both legs in combat, but now has prostheses would not be covered.

President Trump's order expands the program so it now covers all Vets who are permanently disabled, even if they are still employable.

So he did do something big to help disabled Vets.

There is nothing in the memorandum that Trump signed that broadens access.

The EO does not expand the program. The order does state that the process becomes more streamlined and easier for the Vets who qualify, but that is all.
