Dunno if my account can, but I certainly can explain the difference- there was nothing wrong about them, they're just different.
As the picture shows, the American-style plate is thicker/taller than the european one.
In the GIF, the red car backs up and then drives away. For a moment, you can see the rear license plate. It's a long thin rectangle- a non-United States plate. So you know this didn't happen in the US.
And, if you think about it, if someone had tried to rob a bunch of women by walking up to them with a gun we would have heard about it. Fox News alone would have at least a week's worth of coverage.
So, non-US plate and no news coverage = super weird.
I started with "woman shots man at crosswalk" and there it was- a news story from Brazil 7 years ago. An off-duty cop was shopping with her daughter when the guy walked across the street and tried to rob the group of women. She shot him 3 times. He later died of his wounds.
