The meme is about illegal immigrants, not all immigrants which the graph includes.
Besides, correlation does not mean causation. You could replace the line showing the number of foreign born share of the population with the national debt and conclude that crime goes down as the debt increases.

Individual STATES are funding programs for illegals. And emergency rooms can't turn ANYONE away, with no respect to immigration status. FEDERAL funds can't be used for illegals, but leftard states including NY &CA ARE funding for them.
