You might want to discuss some of this with a professional lawyer so you don't have to take me at my word, but: in order to prove corruption, it's not enough to show that someone has at some point earned money. We all do that, to different amounts. The amount doesn't prove anything. You have to show that the money was actually *FOR* something illegal.
Whether a bribe was $50 or $1million isn't what you're trying to prove: what you're trying to prove is that there was a bribe at all.
