No, a Republic means that the people rule, not the government. We use democracy to determine who our government is, but it takes a 3/4 vote of the people and the government to change our constitution which is the highest law of the land.

In a Republic, everyone is equal under the Law. In Democracy, every vote counts equally.

In America, currently, our votes are not counted equally and our leaders are not held to the same standard of Law. I don't know what kind of government we actually have, but it isn't a Republic or a Democracy.

There are republics that are not democracies. It was more common in medieval history but there are still some around.

The distinction is more that republic is a what while democracy is a how. People try to argue that one is a subset of the other and that's not quite right.

Used to be State Legislators chose the Senators. However that idea wasn't the best because of corruption. It was changed to Direct Voting. . .and well. . .yeah. . .

yes but, the OP meme image and quote are related to Senator Warnock's support of the HR1 bill, which gives the federal government control of State elections and secures a 1-party system, legalizes all of the potential methods of voter fraud and forbids anyone from suing election boards and no recounts ever

A Republic is a democracy.
And HR1 is just common sense and there's nothing enabling fraud or allowing a one party state in it. It secures the right to vote.

Please read HR1, it will change your mind. A "republic" means you have a representative. It does not necessary mean a "democracy" where the citizens vote. In our case, the U.S. Constitution forms a democratic republic, where citizens elect their representatives, who in turn do the actual voting on laws, policies, etc. So the U.S. is a Republic, which is why the Constitution consistently refers to the U.S. as a Republic. There are subtle differences but people often mix the two.
Specifically with HR1, if our past election was fair and free from fraud, then why is there a need to change the election process to "secure the right to vote". Since only citizens have the right to vote and they can all vote, there's nothing that needs to be "secure". If you read HR1, you will find that it allows for online registration, which is extremely unsecure.

The bill sets in stone the temporary 2020 changes, making it easier to register and vote, but without compromising that vote.
Automatic registration.
15 days early voting.
No excuse mail in voting.

The primary unconstitutionality of this HR1 bill is that the Constitution clearly gives exclusive power to the States to conduct their elections. HR1 bill allows the federal government to conduct, oversee, etc. States' elections. Also, all of the problems of this past election would become law and HR1 automatically gives tax money to only the Dem and Republican party 5x the amount given to 3rd party, like Green, Libertarian, etc. All of the HR1 items that you support should be legalized at the State level, which many states did do this past year.
