Oddly, I believe that Biden did win fairly, but there was still significant fraud (primarily in Michigan). I don't think it occured in enough places to flip the election. It might have narrowed Biden's electoral lead, but it wouldn't have eliminated it. And Biden clearly won the popular vote.

What he's saying is that simply recounting the same votes, that may be fraudulent, won't take away fraudulent votes. He wants the measures we supposedly have to prevent fraud (like checking signatures) implemented. If there is no fraud, implementing this measures shouldn't affect the outcome.

Actually this is not true or lots of people with the same names couldn't vote. They are supposed to check your signature against the one on file for your voter ID number. They don't and didn't in the recount, which makes it meaningless.

The is no method, beyond a signature, to confirm that people voting are who they claim to be.
