Hey Mr. Hammer. I'm saddened by the loss your communities have experienced. I lost some friends in the Big Thompson flash flood in Colorado, 1976. Their bodies were never found in the debris, and I know how hard that was for their families and friends. The sorrow that so many of your neighbors and you will bear over the coming years can get unbearable, but God is there to comfort all. Especially when nothing makes sense.

Weather experts are just overpaid guessers. Where I live in Colorado, we have an accuracy rating of about 3%, meaning these clowns get it wrong 97% of the time. We get a forecast for 90% chance of precipitation, then when you look at the details it's a 90% chance of zero to one hundredth of an inch of rain. Hey I know, lets put 100 idiots in the same room and see if the outcome changes. You're picking up the bill, right?

It's almost as if 90% chance of rain means the converse 10% no chance of rain is a distinct possibility. But I was never really good at math, so what do I know.

Actually....it is coverage area.....so if you have 100 squares miles...90 percent of the 100 will get rain....

100% of humidty means there is 3%water in the air....facts matter!!! The air can only hold 3% water

But they say 90% chance of rain, like for example, just in this area. And often it doesn't happen.

Little pattern I noticed is it often seems to split between south in New Jersey and north to Westchester and Connecticut instead of falling here . I don't know if it's a combination of a wall of extra humidity coming off the ocean combined with the heat island effect from all the concrete and tar, but it happens quite a bit.

I’ve heard this before and since I was a meteorologist, I can tell you you’re wrong.

It’s chance. Not coverage. This is a common mistake. One I had to explain before I got my degree to a co-worker at a restaurant when I was in college. Now, I’m seeing it more often. If it did indicate coverage, we’d be far more accurate in our statistical analysis than perceived by the public. But the truth of the matter is, we’re not. We’d need a tremendous amount of more data to be accurate enough to determine coverage. However, the chances are actually more accurate than coverage .

While area is a factor, we’re determining the likelihood based on past data conditions. If we put out there is a 50% rain forecast, it’s far more likely the entire area will see less than 50% than exactly 50%. If that makes sense. Conversely, if we say it’s a 100% chance of rain, it’s not a guarantee every area of that city or county will see it.

Let's face it, wl, there's no good reason to ever trust the govt. The founding fathers knew that, which is why the press has space carved out in the constitution. The New York Times reported that the Austin/San Antonio office has been without a warning coordination meteorologist since April 30, although NBC News reported that Tom Fahy, the legislative director for the union that represents NWS employees, said the office has an employee acting in that role.

The afternoon forecasts July 3rd from both San Angelo and Austin/San Antonio offices, 12 hours in advance, issued a flood watch for the area. That's the designation of lowest concern "issued when conditions are favorable for flooding. It does not mean flooding will occur, but it is possible," according to the National Weather Service.

The first flash flood warning (the next level up, a warning) came in for the Kerrville area on 7/4 at 1:14 a.m.

At 4:03 a.m, the warning was upgraded to the most serious alert, an emergency.

Cei told Snopes that for flash floods, the National Weather Service is generally able to give residents "3 hours or more of what we call 'lead time', which is the time in between the warning being issued and the event occurring." In this case, that lead time on the initial warning was about accurate. The warning was issued at 1:14, and Cei said the first reports of flooding happened at 4:35 a.m., after the upgrade to an emergency.
