First of all, no. Someone does not get a 10K check if they are picked up and released by ICE.
You might not believe it, but like the article said, ICE can just grab you for your accent and job. If you're a construction worker, and you're a Mexican American US citizen, and you're caught speaking Spanish to your family or parents on a phone call, you could potentially get arrested by ICE given what the article said.
There are instances where citizens get in the way of ICE. But when they arrest citizens, it is usually because they are conducting rapid paced arrests without checking the individual's status.
