What you are describing is known by people who can read as "Totalitarian Capitalism." Asking me to name a country that is communist where the government holds permission as a concept at all is like asking for a fire in space. The lack of oxygen in space makes fire not possible to naturally exist in space. The presence of government holding permission intrinsically invalidates communism. You need more education here.
