Actually, yes they do. Your contract should include that anyone hired for any specific position- regardless of membership in the union- is hired at union wages. And, if they have to choose between shutting down a domestic or foreign work center, they have to close the foreign one down first.
How do I know about those provisions? Because I used to be in a union- it was a long time ago- and in my final year at the company I was part of the negotiation committee. I helped negotiate the contract for our district. I wasn't a senior member, so I don't want to overstate my role.
But both of those provisions were consistent for all our contracts. And if for some reason they're not, you should introduce them.
