From the text, it's clear to me that she was to spearhead investments into the areas. Which she did. No where does it say she's supposed to seal the border and personally repel everyone attempting to enter the country.

Because when I read it, Biden explicitly tasks Harris to lead diplomatic efforts to reduce poverty, violence and corruption in Central America's Northern Triangle countries of Guatemala, Honduras and El Salvador, as well as engage with Mexico on the issue. And that she's to use the $700 million fund that the Obama administration set up to do this exact thing that the Trump administration completely ignored.

And that's not acting as the special representative for the administration in border issues.
