Had he not signed, congress could override his veto with a vote implementing the bill without Biden even accomplishing his signature on a blank line.

Potus doesn't have to author bills. All he needs to do is sign them to become law.

Congress cannot override vetos without a majority. And that is not something that they do often. Congress has overriden vetoes around 110 times ever in History.

The last 2 presidents only got 1 override a piece.

The last president to get more than 1 Override was Bush Jr.

Biden has 0 overrides.

Congress can barely get a majority to agree on when it is lunch time.
