Systemic racism would imply that the racism of the individual officers isn't the prevailing factor, and rather the racism embedded into the institution of policing. Hope that helps
Maybe it has nothing to do with racism and both black and white cops shoot black and white suspects when they are committing crimes and threatening the lives of citizens for cops?
Institutional racism is not difficult to notice. Look at how the justice system incarcerates blacks for the same crimes as whites, much more severely. Blacks are more likely to be given the death penalty too.

Of course it's not difficult to notice institutionalized racism. . .cause dems and/or leftists are in charge of most of it - public schools, big city government, Hollywood, the majority of social media companies and outlets.
Or could it be that the 13% of blacks in the US population account for almost 50% of the violent crime? Possibly, it is a societal problem in black communities rather than racist law enforcement? In any case, the "defund the police" and other efforts to curtail law enforcement has be devastating for black communities; the rate of African American deaths due to violent crime has increased 30% since these policies began to be instituted.
