Context matters. Gates has a Ted talk about climate change and he said birth control and vaccines would lower the world population by encouraging lower family sizes in the third world. The same way lowering infant and childhood mortality rates caused families to have fewer kids in the US.

As far as Soros, I'd guess it's something similar, but I've never seen the video from him. If I look, I'd guess I'll find a lot of clips heavy on commentary and light on context.

keep in mind, it's the same people behind the big corps that play ad campaigns saying how they're going "green" or carbon neutral by 2030 and they're for income equality, and the masses just eat it up. In reality, they're doing the exact opposite, they're killing small business and middle-income families. Under socialism, the only equality is the poverty of the common people.
