The issue is a lot more complex. For instance if we could bring law enforcement up on charges then the problem would fix itself. Instead you have to get permission from the government to bring a charge against law enforcement. With that in place they have free reign to do whatever they want. Add in a corrupt judiciary filled with lawyers that fail to correctly interpret the laws and you end up with what we have now.

And the price of bat guano in Cuba may increase!
