Prior to the Immigration Act of 1965, the requirements to be allowed in were even stricter and there were more exclusions on who would not be allowed in.

Immigrants dont need to come in as the upper classes. They historically come in lower and assimilate. Welfare for them is bad, but they assimilate. Hispanics will assimilate.
