I think with this image that you are showing, it reminds me of a similar situation down in the state of Delaware with Delaware Route 1. One of the roads going underneath Delaware Route 1 is U.S. Route 13, and you see something similar to this. Part of why they did that because they want to widen the road sometime in the future.
