You probably already know this so this is really for the others, especially the trolls. Somali's have no concept of 'bribes." Deals that allow or require payments to powerful people is just a part of life. They don't see an individual signing up children for day care for example and paying the parents to pretend they send them there as a crime, especially if some of that allows a payment back to their own family. Nor do they see sending money (no matter where they get it) back to Somalia as a crime, even if some of it falls into the hands of criminals or what the left considers terror groups. Groups like al shabaab could have a clan affiliation, which would allow them to ignore US laws. What would us non muslims know anyway, right?
Bottom line, they brought their own ways of doing things with them, failed to assimilate and probably never even tried or considered obeying US laws.
