I ask because their navy is quite small, the other option is firing them across counties and an ocean of which there is ample time to react. It also would give away every missile silo position they had used in their preemptive strike. With our level of reconnaissance capabilities it is much more likely there were other factors (like money or timing) at play.

I would guess either the timeline of their readiness would line up with China invading Taiwan and the goal was to avoid multiple conflicts at once or that there are economic interests in the region and they want someone in power who will let America suck them dry.
