Public executions for extreme crime would definitely be a deterrent. It could also be monetized to offset costs.

Maybe it was because the George Floyd killing was part of an overarching issue and was the straw that broke the camel's back while Kirk's killing was a one time thing with no overarching issue to bring over the edge

Care to explain how Floyd resisted arrest when he was already in cuffs, in custody, in the back of a cruiser before Chauvin decided to drag him back out of the cruiser and murder him in the street?
