By demonstrating leadership in her function as the President of Congress, you know, the people that actually make the laws?

By demonstrating political acumen and exercising her influence as Vice President of the United States to guide and influence the President in creating and/or changing policy?

VPs are commonly sent as dignitaries to meet and negotiate with foreign leadership on behalf of the United States..

As the "border czarina" she had agency to develop a border policy that reflected the will of the people of the United States.

So which option best describes her:

Is she a feckless buffoon?

Is she merely an identity politics token*?

*Don't think me racist for using the term "token" to describe the intent of the Chooser in Chief when it is the using of a human based solely on ethnicity to benefit one's self that is racist and not the ability to recognize the ploy. The president has a SUBSTANTIAL amount of more power then the VP. The VP can not make big decisions like the president that's why Kamala is saying she'll do that stuff when she's in office

Drawing from that same incomparable intelligence, explain to us that the lieutenant has less power than the captain.

Or that the assembly line union worker has less power the shop steward.

Or that the child has less power than the parent.

Then explain why VP Harris is unable to influence the President in a proportion equal to the power to influence decisions that the lieutenant does with the captain, the worker does with the steward, the child does the parent.

Could it be that she has no ideas?

Her job was to fix the border. The Big Guy gave her that task and authority, even a flashy title, the "border czar", yet she did...nothing.

It is the job of the Vice President to be fully engaged in serving the American people, to make suggestions, offer ideas, strategies, and plans to his or her superior to best fulfill the obligations of the office.

But she does none of these things to demonstrate leadership, diplomacy, or negotiation abilities.

No wonder no one can list her accomplishments.

Historically, a constituency vote was taken to determine the nominee.

Does taking a "will of the people" vote appear in the DNC Handbook or was it just a custom used to create excitement and elicit donations to the party?

That's actually in the handbook. It's the official time when delegates actually cast their votes. The delegates are elected at the primary, and they pledge their votes. But that's not a binding pledge, because the handbook does say they can change their minds based on how they feel about the candidate later on.

And in case there's not a clear winner by delegate votes at the convention, during the 2nd round the super delegates (people who have extra voting power as appointed by the DNC) can cast their super votes for one candidate or another in order to get one candidate over the required vote total.

It's been like this since the 60s.
