Basically China sells the precursor chemicals to various cartels in Mexico, the cartels use them to make the actual fentanyl, people who work at legal points of entry along the border are bribed to let a specific vehicle through for whichever cartel, and then Americans smuggle it across in whatever vehicle has been bribed to allow through.
