As a socialist, I will say providing public utilities to everyone is a part of socialism. It is not full-fledged socialism where the workers own the means and the products of their labor.

As a commie you should understand that social benefit does not equal socialism. Northern Europe are not socialists. They have a benevolent capitalism paid for with high taxes to pay for expanded social programs. Not Socialism.
