Yea, NK has orders to shoot to kill anyone that gets close to wall civilian or not. I think there was like only three or so cases of people that manage to get out of NK, maybe few more but majority of people never escape alive.

Also talking about modern day NK. I know there lots of defectors in 50s and then another batch in 90s. Also talking bout people that actually escaped and weren't turn in as China has orders to return NK defectors and SK is usually a place that accepts them. There are only 8 ways to escape NK and none are easy. Making NK one of hardest countries to escape from.
