Clinton only brought fiscal responsibility by not signing anything unless it was shown exactly how it was paid for without raising or creating new tax laws.

So Clinton's fiscal responsibility was that he didn't sign much into existence, which means he was working off of the coat-tails of Reagan and Bush 1 policies.

There was still plenty of debt - the catch was that there was a surplus in the budget. Not that debt didn't exist

Meaning it cost the government less money to operate than what they set aside for spending. Within 2 years - that budget surplus was eaten up by war Bush 2 entered. There was still debt his entire Presidency. They just didn't spend more than accounted for in spending and created a surplus.
