So, they cant jump, or have tried and failed.  Perhaps the frogs are drowning then, is what you are saying...
As a lifeguard, the first thing you need to do in order to save a panicking drowning victim, you have two choices:
1.  Wait for the victim to pass out from their flailing...
2.  Punch them in the face to break their shock, and they allow a rescue.
 Most prefer the first option, if the panicking victim doesnt realize that you are there to save them.
If it's hot, it's too late.  That's the lesson.
