Canadian oil pipelined through the US was never destined for US gasoline consumers, it was to be sent straight to the port for export. It would have only benefited Canadian oil companies.

World market controls oil, not states or nations it's drilled in. USA still imports oil, just less than it exports. Only nationalizing oil or making it a regulated utility would keep in the USA.
