The payroll taxes are paid by the employer. They jack up the withholding deductions so they have zero income tax taken out. Many of them get “married “, i.e. living together and having kids. But the “single mother” doesn’t know who the father is and collects all sorts of child support benefits while having the benefit of two incomes in the “family.“

And they collect more in benefits than they pay in.
