Um, I don't think it's a biological weapon in and of itself. It's not virulent enough. It could be fair to say it's being used as a weapon. The response is not proportionate to the threat.
Because of the severity of the reaction (lockdown, etc.) when this started, I thought they were lying about it's virulence to avoid panic, and that we were looking at a The Stand type situation. But after months of this, I can see it's not that virulent.
The lockdown is destroying businesses and the economy, which gives an excuse for "stimulus" bills. One idea that was floated around was a recurring monthly stimulus, which sounds a lot like a universal basic wage to me, but just under another name. It doesn't look like they'll get it in this round. But the quarantine will get extended again, and they'll try again in the next round of stimulus negotiations, and they might get it next time.
