Trump's Executive Order on Police Reform was so vague and open to interpretation it's essentially worthless. Did you even try to read it on your link? Virtually nothing can be derived from it in any legal applicable way. Here's an excerpt:
"Sec. 2. Certification and Credentialing. (a) State and local law enforcement agencies must constantly assess and improve their practices and policies to ensure transparent, safe, and accountable delivery of law enforcement services to their communities. Independent credentialing bodies can accelerate these assessments, enhance citizen confidence in law enforcement practices, and allow for the identification and correction of internal deficiencies before those deficiencies result in injury to the public or to law enforcement officers."
All sounds great, but more or less meaningless. Could simply reduce it all down to "Let's make policing better", and interpret it anyway you wish without any guidelines or standards.
Executive orders don't really mean anything unless they are issued in relation to a law passed by Congress, or some other judicial body. Like how Obama's executive orders on Obamacare and Gay Marriage were both substantiated by Supreme Court Rulings.
Also, read Section 6(c).
"(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person."
Like I said, a worthless piece of puffery.
