Snopes should not be dismissed outright. Often it should be read to see what spin they are using.
-In a literal sense, the quote did not happen.
-They say the claim originated with an "edited clip" that appears to show commentators happy about coronavirus deaths. (I view the clip as it has been taken down)
- They then show the unedited clip of what is supposedly the source of this claim, which is a typical Trump bashing session. It does appear they are pleased that this situation could take him down, but no one says it outright.

The person making the claim that something specific was said has the obligation to prove it.

I like snopes, and even look to it regularly, but in many cases the authors biases are clear (and I'm not even talking about in politics).
For paranormal phenomena, which honestly should be classified as "unproven" or "legend" (categories that they do have) they often classify it as outright false.
But they do do their research much of the time, and are especially good for debunking pictures of "real" animals as they can often find the source of the picture before it was edited, or as a fantasy art piece not claiming to be real.
