If they're not going to spend the money- because it's completed and under budget as an example- the President has a specific amount of time to send a letter to the House & Senate explaining why. He has to lay out how much they didn't spend. He has to say why they didn't spend it. And when that money will be returned to the House. .

And if you're going to say "well, Trump was fighting corruptions!" the GAO already has an answer for that- the President's foreign policy does not override his obligation to follow the law.
