Probably, but considering the way the left actually /wants/ and /pushes/ for more government AND corporate control, regulation, and monitoring - to the point that "thinkpol" is a very real worry these days (ie people having their credit cards canceled simply for being conservative) - can you blame those on the right for being paranoid?

Obama couldn't have the IRS targeting conservative groups unless he was spying on them. How else would he know whom to target?
Bush set up the tools (DHS, The Patriot Act) for Obama to implement.

That doesn't mean Obama didn't spy on them. The purpose of spying is "...to find out what that group is about and what they stand for..."
