Yeah, that's bad but it's a bit out of context. He had just talked about the 3000 lives lost after hurricane Maria hitting Puerto Rico due to a poorly led supply chain of food, water, medicine and other needed things.

He definitely could have done a better job tho.

Did he mention in that speech that Puerto Rico had eventually found containers full of rotten and rat infested food and relief supplies, that were hidden and never distributed to the public, so they can claim that Trump never send them any.

That's likely not the reason it wasn't used. That could be a local distribution problem or because we suddenly pulled out of relief aid before the job was done.

The inability to distribute was an excuse they used, but Army commanders have said they were on orders not to distribute. My friend and trainer who went there to volunteer with the Red Cross said that Red Cross was forbidden to help out and was kept stationary by the Army. Resources that were provided were purposely unused, including the money donated to the Clinton Foundation for the relief effort.
