Thats true. And Putin is not a Communist and is successfully trying to destroy Russian Democracy. The Soviet Union died in 1989 with the fall of the Berlin Wall signaling its end. Putin however is a relic of Soviet times. A prominent KGB agent filled for years with Communist/Socialist propaganda. He sees Democracy as a tool to further his Agenda. His Agenda being furthering his own personal power and restoring Russia to its former 'Glory' while He might not be a Communist, he haslearned his lessons from them and wishes to turn Russia back into a Dictatorship like in the times of the Soviet Union, without the Communism.

Russia has historically ALWAYS been a dictatorship. 20 years of proto-democracy hardly erases the last several hundred years of either soviet government or monarchy. Though that that fact slips the mind of a German is no real surprise as your historical legacy is very similar. Monarchs, imperial electors, Nazis, communists.. you guys are pretty much the authority on (lol) authoritarianism.
