You can believe it - and bet on it - if you like. I doubt you can prove it. Disenfranchisement comes in many forms: oops, your name isn't on the rolls, look at that; oops, we're closing this line; oops, you're in the wrong polling place and can't vote here....that happens quite often. The measures you believe would help haven't made a difference in a problem that doesn't exist - namely, dead people or non-citizens trying to vote. I get that there's widespread paranoia about this, but study after study has found virtually none of it happening. Conservatives want to throw their full weight behind something that isn't a problem as a fig leaf to create a problem.
