The human attention span has gotten lower than a goldfish in recent years, so people are way too impatient to even complete a thought because of the amount of stimulation they have in their brains.
And about college, Are you sure that the GPA requirements for some fields are lower? I think it is much harder to get into college than it ever has before, especially for Engineering and Biomedical Sciences. The average GPA for applicants at UCLA is a weighted 4.25 GPA with over 100,000 freshman applicants, and even if you have gotten 5's on all your AP exams and have excellent extracurriculars, it's likely you will be denied admission. I may be wrong though because I'm assuming your talking about undergraduate admissions, but it seems like you're talking about graduate school.
However, I do agree that some courses have gotten much easier. The politicians want to talk about how well schools do based on the amount of A's, and since that's hard to do, they just make the standards to pass much more lenient. Also, teachers have to cut back on homework assigned to students since so many aren't doing it.
