I kind of want to give her the benefit of the doubt and say she might be saying that the evacuation order is a government plot, rather than that the hurricane was created by the government? Maybe? Hopefully? People aren't that stupid, right? I mean, both possibilities are dumb, but at least the first is just psychotic paranoia fueling a conspiracy theory...

No, you're being too kind. It's obvious she is implying the government has some magical power to create and steer the direction of hurricanes. I've heard a lot of dumb conspiracy theories about government powers, but this one really takes the cake.

But in line with what you're saying, such was said in regards to Katrina. Not of the hurricane itself, but that the goverment took the opportunity to destroy levees that would flood/destroy poorer areas in order to make the real estate available later for development.
Then again, the same was said of the Twin Towers on 9/11, that it was a quick way to make some prime real estate available for redevelopment. Like that really makes sense.
