The cost is determined by what goes into making something. When you talk about a woman being charged more for fixing a car, for instance, while a man gets the "brah" deal, then cost does factor into equality.

Also, for birth control to be cheaper for the consumer, something will have to make way to cover for these smaller margins. Wages would have to be lowered and even more reliance on Chinese labor would have to be practiced to cover for it. They're just simply not the same thing.
