Seriously, as a professional trainer, I always feel like they're pointing the finger at me when they say that it's a "training issue".
Could it be that the GUI was designed by monkeys? NO!
Could it be that the reference materials were written (alternatively) by PhDs that write to show how smart they are OR high school dropouts that use crayons? NO!
Could it be that the slugs that attended the training were just zoning out because it was 4 - 8 hours paid "vacation" away from their regular duties? NO!
Sorry if I sound bitter, "training issue" is a trigger word for me - I hope that you enjoyed my rant, though!
