Simply investigate it with a bipartisan group committed to the truth. Blocking investigation and working technicalities to avoid it make it more suspicious. There are tons of sworn affidavits, that is testimony and evidence plus other incidents worthy of investigation. Or avoid all investigation and keep telling people to move on nothing happened and deal with it.
