Well first of all race is made up and subjective, but even by the standard American templating, Latinos are Hispanic which is not considered Caucasian.

Wrong, the US Government categorizes race and ethnicity separately. So Latinos are categorized as the same race as white. Hispanic is an ethnicity. So ou are wrong.

No one asked that they be allowed to target anyone based exclusively on ethnicity or race. They asked they be allowed to consider it as a part of the “totality of the evidence”.
