The point of "African American" is because the slaves had their cultural heritage deleted and we had no idea which culture they were from, so they became their own culture (due to slavery and segregation, it was different from white Americans' culture).
For people who migrated from Africa to America, where you know their country of origin, you would refer by their country. So Elon Musk would be an illegal South African immigrant.
