He's limited in where he can use money. For instance if $100,000 is allocated by congress to fund leftist media on NPR, he can choose not to use that money on NPR, but he can't spend it anywhere else.
Luckily congress allotted money for "emergency" powers like the ones he's using.

Actually, he can only do that if that permission is written into the specific funding bill. That's why he lost so many law suits when he started freezing money. He didn't have the authority to do so.

Not spending the money is part of the balance of powers. Just like Biden chose not to charge people if they didn't pay their student loans. If congress thinks the president isn't doing his job, the answer is impeachment not a judge saying he has to do it.
Essentially he can just say "you've made your ruling, now try to enforce it."

No. It's not. The bill has to specifically say if the President can withhold or shift those particular funds.

This is why so many of those DOGE "cuts" ended up getting reversed by courts- because the specific bills funding that project/whatever didn't give the President the authority to remove/stop/change the funding.

Presidents aren't Kings. Their job is to carry out what Congress says to do.

It says about the president

Read the part about the president, and then find the past in the laws passed that specifically tells the president to disburse the money. It allots the money but doesn't force disbursement. Therefore Trump can just not touch it and he's legally covered.
